Supervision of an Oil Transfer Operation (SOTO)
The aim of the SOTO course is to provide candidates with the skills and knowledge required to safely supervise the transfer of crude and refined oils (a) between barge and shore facility, and (b) barge to barge/other vessel.
Topics include properties of hydrocarbons and fire hazards, pipeline layouts and theory, pumps and pump theory, general vessel maintenance, cargo planning and calculations, general paperwork and operations transfers when not alongside, pollution prevention regulations and environment response communications.
The Supervision of an Oil Transfer Operation (SOTO) course is divided into three parts and applicants must complete all parts within a period of thirty months prior to issue of the Supervisor of an Oil Transfer Operation certificate.
Part A – Basic
Part A must be completed prior to the completion of Part C; it is designed for “new entrants” to the industry.
Candidates will be issued a Transport Canada Marine Safety training certificate for Part A only, at the completion of this course. This training certificate will remain valid for a period of 30 months.

Prerequisites: TCMS Marine Medical (must be obtained from a TCMS approved doctor), ROC-MC, STCW Basic Safety or MED A1 and MED B2

Part B – Industry Experience
This part consists of three months operational and supervised industry experience. The experience must be recorded in an approved “record book”, which will be the responsibility of the applicant to maintain.
Part C – Advanced
This part is designed for existing certificated personnel serving in the industry and new personnel who have successfully completed Parts A and B.
Upon completion of Parts A, B and C candidates must take the Part A and Part C SOTO training certificates to a Transport Canada Marine Safety office to be endorsed.
All TCMS endorsed SOTO certificates are now only valid for five years.
