Ship Security Officer Certificate of Proficiency

STCW Compliant Certificate of Proficiency as a Ship Security Officer (in accordance with Regulation VI/5 of STCW Convention, Section AVI/5 of STCW Code and Part 8 of the Marine Transportation Security Regulations)

Please note that effective January 1, 2008 all seafarers sailing in the capacity of Ship Security Officer will have to show evidence of being qualified to serve in that position. The Ship Security Officer mandatory requirement only applies to SOLAS ships as defined in the MTSR.

As of July 1, 2009, a vessel security officer on a SOLAS ship will be required to hold a certificate of proficiency as a ship security officer issued under Part 8 of the MTSR.

The Ship Security Officer course was revised by Transport Canada’s Marine Security Operations in 2008.

If you took the Ship Security Officer Course prior to January 1, 2008 you will be required to apply for the Ship Security Officer Certificate of Proficiency before July 1, 2009 as Transport Canada will recognize the old Ship Security Course content.

If you did not visit Transport Canada prior to July 1, 2009, Transport Canada will no longer recognize your Ship Security Officer training certificate and you will be required to retake the new Ship Security Officer course.

Persons with Security Responsibilities

The course is based upon the Canadian Marine Transportation Security Act, IMO ISPS Code, amendments to SOLAS 1974 and the Transport Canada Security and Emergency Preparedness’ guidelines and directives for Marine Facility Personnel with security responsibilities. Course content includes techniques and skills required to become familiar with security operations & techniques, security equipment and methods of operation. Emphasis is placed on awareness of threats and terrorist methods of operation as well as the need and means to remain vigilant. Requirements of the Marine Transportation Security Act and Regulations will be met with reference to pertinent Acts, Regulations, Codes, International Resolutions, Administrative Guides and Industry Standards. Reference will be made to the United States Government requirements and guidelines for Port Facilities.

Auditor Course

Scope:
This interactive course is comprised of 18 hours of classroom activity, usually delivered over a 3 day period. It is designed to meet the needs of those individuals requiring the skills to perform internal audits of security activities performed under a marine facility security plan and to satisfy auditing requirement set out in the Marine Transportation Security Regulations. The focus of the course is on group workshops and hands-on practical auditing experience.

Objectives:
To aquire in-house auditing skills to meet these requirements instead of using third party auditors. The value of these skill sets can be applied beyond maritime security and used to audit other procedures and processes within the company including safety and environmental requirements.

Port Workers Security Awareness Course

Scope:
Employers of port personnel and vessel crews are required by the International Ship and Port Facility Security Code (ISPS Code) to have some basic maritime security awareness training. In Canada, the training topics are defined in Section 214 and Section 308 of the Marine Transportation Security Regulations. Candidates will receive a Certificate of Completion issued by MacDonnell Security Training Provider.

Objectives:
To meet the regulatory training requirements and for port and vessel peronnel to have an appropriate knowledge base on maritime security requirements and understanding of relevant security measures being implemented within your marine facility or onboard your vessel.

Key Topics Include: The course is completed within 4 hrs and covers:

Maritime Security Awareness and Developments
Canadian Maritime Security Framework
Security Plan Requirements
Consent to search and authorized screening
Reporting suspicious persons, activities or objects
Recognition of Weapons, Explosive Devices or other dangerous items
Performing Search Activities
Implementing Response Procedures
